Richmond officials and members of City Council are acknowledging the city needs to address its aging John Marshall courthouse, but tight funding may mean a wholesale replacement isn’t in the cards at this time. “We are not disputing the fact that we know we need to build a new courthouse,” Interim Chief Administrative Officer Sabrina Joy-Hogg told Council’s Public Safety Committee last week.

Richmond City Council will consider this spring whether to impose a 5 cent tax on plastic bags used by grocery stores, pharmacies and convenience stores across the city. If approved, the measure could go into effect as soon as January 2026. It would make Richmond the 11th local government in Virginia and the first in the region to impose a bag tax since the General Assembly gave cities and counties the option to do so in 2020. Richmond has been eyeing the idea since then.

The revised state budget Gov. Glenn Youngkin rolled out Monday was a mixed bag for gambling policy in the Richmond area. Both the city of Richmond and Henrico County stand to gain more tax revenue from Rosie’s gambling facilities in the future after Youngkin approved a state policy allowing host localities to keep a bigger share of Rosie’s revenue.

With three new members and a new mayor still settling in, the Richmond City Council has had a relatively light workload in the first few months of 2025. Monday’s meeting was no exception. The council had no business on its regular agenda, leaving only routine, mostly uncontroversial items packaged together on the consent agenda. The council approves the consent agenda with a single vote, and rarely goes into detailed discussion on any particular item.
