The revised state budget Gov. Glenn Youngkin rolled out Monday was a mixed bag for gambling policy in the Richmond area. Both the city of Richmond and Henrico County stand to gain more tax revenue from Rosie’s gambling facilities in the future after Youngkin approved a state policy allowing host localities to keep a bigger share of Rosie’s revenue.

Giddyup, Richmond. The police department has the BolaWrap 150. The tool, a sort of high-tech lasso that restrains people by shooting out thin Kevlar cords that wrap around their body, is the latest craze in policing as departments look for new ways to get “non-compliant” individuals to fall in line without escalating situations further. Last year, the Fairfax County Police Department acquired 450 BolaWraps, and now the Richmond Police Department has followed suit by buying 50 of its own.

Richmond Mayor Danny Avula’s administration announced Wednesday that the city is hiring a longtime public health official to a high-ranking City Hall job as deputy chief administrative officer for human services. Amy Popovich — who previously served as nurse manager for the Richmond and Henrico Health Districts —will start work for the city on April 28 as a replacement for departing DCAO for Human Services Traci DeShazor.
