Progressive think tank Carolina Forward proposed a “Middle-Class Housing Plan” featuring an innovative state-backed loan program to address North Carolina’s housing crisis. The plan suggests the state secure 75% of housing development loans, reducing financial risks for investors and developers.  Theo Nollert of Carolina Forward explained the loan mechanism would function similarly to Small Business Administration loans, with an exceptionally low default rate of about 1-2%.
