    A business hub at the lorry park of a Darwen factory has secured planning permission, with developers promising to boost local employment. The proposed employment building at Sough Works in Sough Road will replace a previous approval for 10 starter units on the 1.4-acre site and is expected to create 30 full-time and 15 part-time jobs.

    Hyndburn Council has announced a new contractor to complete the flagship £12.6 million project has been appointed after the original builder ISG went into administration last year. The project will now be completed by Universal Civils and Build, who have been appointed by Alliance Leisure, the local authority’s development partner.

    The sum is to increase from £177.33 to £247.85 in a bid to reduce a decline in the number of families agreeing to the arrangement. Lancashire County Council which provides children’s services to 12 boroughs including Hyndburn, Ribble Valley, Burnley, Pendle and Rossendale- is also taking steps to boost foster caring. Approval of the Blackburn with Darwen rise has been given by the authority’s children’s services boss Cllr Julie Gunn.

    The arrival of caravans on the private land off Bolton Road led to town hall officials issuing a stop notice to prevent hardcore being laid to make way for 18 caravans – of which six would be permanent – at the site. Blackburn with Darwen Council then issued an enforcement notice over the lack of the required planning permission for the development.
