According to data from the Federal Reserve Bank of Philadelphia, 0.90% of accounts were delinquent, the most since the Fed bank began its report. If you owe the IRS money in a given year, you'll face stiff penalties if you fail to file a federal tax return by Tax Day. But if you fail to file when you have a refund coming to you, the agency typically doesn't pursue the issue. In most cases, you have three years from your original tax filing deadline to submit a return and get that refund. After that, it belongs to the federal government.
