    Prior to a 4-1 vote to deny rezoning for Serenity Lake, Upson Planning Director Doug Currier recommended conditional approval of rezoning for the high-end development, citing “a huge loophole” in the county’s current ordinance.     Council members approved two rezoning requests and denied a third last week, all intended to facilitate proposed residential developments in Thomaston. The first request, from Sweet Rentals, LLC for an abandoned structure at 615 West Main Street, was conditionally approved from “professional institutional” to “multifamily residential.” A variance was granted for reduction of per-unit, square footage requirements to upgrade the property.
