Two paintings by Picasso and Chagall worth more than £700,000 ($1.3m) have been recovered from a cellar in Antwerp after being stolen 14 years ago. Investigators from Belgium’s federal police have established that the artworks are Marc Chagall’s The Man in Prayer, signed in 1970, and Pablo Picasso’s Head, dated 1971. They were stolen in a sophisticated heist from the home of the Herzikovichs, a family of Israeli art collectors, in Tel Aviv in February 2010.

The EU has begun work on a “plan B” to bypass Hungary’s veto after the country’s Prime Minister, Viktor Orban, blocked a €50bn aid program for Ukraine. European Commission president Ursula von der Leyen hailed an earlier decision to open talks with Ukraine as a historic step and pledged to come up with a new funding plan that Mr Orban would not be able to block.
