Video obtained by WCAX shows Shelburne Police Sgt. Kyle Kapitanski hitting and killing cyclist Sean Hayes on Shelburne Road in November. Hayes, 38, was pushing a bike with an attached trailer when the cop car is seen hitting him from behind.
