    DAYTONA BEACH — Courtney Edgcomb, president of United Way of Volusia-Flagler Counties, was named the Volusia-Flagler area's "Young Professional of the Year" Wednesday night at the annual "40 Under Forty" awards gala.     DAYTONA BEACH — It's official: Tracy Williams has been named the new chief executive officer of Florida Health Care Plans, the nation's second-oldest health maintenance organization. Williams had been serving as interim CEO since December, when the Daytona Beach-based HMO's previous chief executive, Steven Blumberg, took an "unexpected medical leave" after just three months in the position.
