From today, October 1, new changes to Australian laws around vaping products should make it easier for adults to get low-dose nicotine vapes as a tool to quit smoking. Pharmacists will be able to supply vapes containing up to 2% nicotine without a prescription following a patient consultation. People aged under 18 will still need a prescription to access vapes, while anyone seeking a vape containing a higher dose of nicotine will similarly still need a prescription. So how did we get here?

AbstractBackground/aims Regulatory schemes for tobacco retailing help restrict the supply and availability of smoked tobacco products. Tobacco retailer density and the proximity of tobacco outlets to youth spaces, such as schools, are greater in more disadvantaged areas. Exposure to tobacco retailing normalises smoking and increases ease of access, thus increasing smoking uptake and undermining quitting.

INTRODUCTION Tobacco excise taxation (hereafter tax/taxation) is effective for reducing tobacco consumption [1, 2]. Taxation impact is often assessed through price elasticity, a unitless measure that indicates the percentage change in consumption relative to a percentage increase in price. High-income countries (HICs) have a cigarette price elasticity of −0.4, meaning that a 10% price increase decreases consumption by 4% [3].
