De La Torre and several Latin American consuls warned migrants of the dangers of crossing the border illegally in extreme heat. Pamela Rioles Saeed received one of the notices on April 11 via email. But Rioles Saeed is not a migrant. She is a U.S. citizen who was born in Boston and works as an immigration lawyer in Tucson.

Asylum seekers with pending cases or other deportation protections are not required to leave the U.S. despite the notices, immigration lawyers and advocates say.
