About R750m has been cut from the Gauteng, Free State and Western Cape housing budgets due to underspending in the first half of the 2024/25 financial year. This has affected the ability of these provinces to pay suppliers for work already done on housing developments. Funds were cut from the Human Settlements Development Grant (HSDG) and Informal Settlements Upgrading Partnership Grant (ISUPG) budgets.

In 2018, armed forces invaded Fayisa Abo’s village in Hosaina, Ethiopia, killing several of his family members. The 28-year-old fled to Kenya but found it difficult to apply for refugee status and to find work. Some friends told him that South Africa might offer a better life. That same year, he came and settled in Durban. Despite repeatedly trying to apply for an asylum permit, Abo has been unsuccessful.

Finance minister announces above-inflation grant increases Finance Minister Enoch Godongwana announced increases to social grants during his budget speech on Wednesday. From 1 April the Old Age and Disability grants go up to R2,315 a month, up R130 or 5.9%; the Child Support Grant goes up to R560 a month, up R30 or 5.6%; and the Foster Care Grant goes up to R1,250 a month, up R7 or 5.9%. The current inflation rate is 3.2%.

The Gauteng Department of Social Development has admitted in court that it did not fully comply with past court orders. Premier Panyaza Lesufi and MEC Faith Mazibuko apologised and said they would request regular updates from the department. Dozens of organisations have still not been fully paid for services rendered on behalf of the department. A months-long court battle between the Gauteng Care Crisis Committee and the Gauteng Department of Social Development might be nearing an end.

Our prisons have about 105,000 beds but there are over 156,000 prisoners South Africa's prisons are severely overcrowded, causing inhumane conditions for prisoners, which also impacts prison officials and society at large. Overcrowding is driven by a rising number of remand detainees, mainly due to delayed prosecutions and trials. The Department of Correctional Services says that if court processes are sped up, overcrowding will be solved.

The Mncwasa Water Scheme has been revived About 33,000 people are meant to get drinking water from Amathole District Municipality's Mncwasa Water Scheme. But since 2020, taps have often been dry. Equality Collective, an activist organisation based in the area, has been leading an initiative by villagers, traditional leaders and ward councillors to help the municipality fix the water scheme.

The public has until 13 December to comment. Alcohol policy activists who have been advocating for stricter controls on liquor sales have welcomed the move, but members of the liquor industry want the deadline for comments to be extended. Treasury’s proposal follows the World Health Organisation (WHO) recommendations for raising alcohol taxes to make drinks less affordable and reduce consumption. The WHO says that 5.1% of the global burden of disease and injury is attributable to alcohol.
