HOUSTON, Texas (KTRK) -- Things got intense on Wednesday as protestors got kicked out of Houston City Council chambers -- some were even escorted all the way out of City Hall by police. Many were passionate about having their voices heard regarding their discontent with the budget structure. Some were particularly upset about funding for drainage improvements. It's been a years-long legal battle over the handling of drainage fees -- something people first voted on in 2010 and again in 2018.

HOUSTON, Texas (KTRK) -- A settlement reached last week shows funding for drainage projects in Houston will not fully go to its intended budget for another three years. We're talking about taxpayer money voted on by you set to be used to improve drainage across the city that has been used and will continue to be used for other things, at least in the short term. Voters first approved a charter amendment in 2010, establishing a drainage fee to fund street and drainage projects.

HOUSTON, Texas (KTRK) -- Police are investigating a fiery crash in the middle of a northeast Houston neighborhood after they say a bystander was hit head-on by a man in a black SUV. An eyewitness described the chaos only to ABC13. Investigators said a black Mitsubishi and a black Tahoe were chasing each other down Oak Knoll on Thursday while exchanging gunfire before crashing into a white pickup truck. Out on Oak Knoll on Friday, neighbors are left with a lot of questions.

HOUSTON, Texas (KTRK) -- Speedy drivers have some neighbors in the Acres Homes area begging for a change. Neighbors told ABC13 that speeding along West Montgomery Road has gotten so bad that cars have crashed into mailboxes and their home fences. "Very frustrating," concerned neighbor Wilbert Washington said. Washington, who has lived on West Montgomery Road for 20 years, told ABC13 that he wants something to change before someone gets hurt.

HOUSTON, Texas (KTRK) -- The City of Houston could soon be putting the hammer down on apartment complexes across town that are accused of creating bad environments. A new proposed ordinance would allow city departments to pressure landlords to make repairs to problems in a timely manner. Council member Letitia Plummer told ABC13 that if approved, the city would create a list in conjunction with the police department of apartment complexes with 10 or more vetted complaints to 311 and crime calls.
