Suddenly, everyone is talking about prorogation. As questions swirl around Justin Trudeau’s leadership, many have predicted the prime minister might prorogue Parliament to buy himself some time (if he stays), or buy some time for his successor (if he goes). This renewed interest in prorogation provides an opportunity to understand why it has become so controversial.

After Jagmeet Singh “ripped up” the Liberal-NDP supply-and-confidence agreement (SACA) last month, political posturing over non-confidence motions has become a frequent parliamentary spectacle. The Conservatives have already tabled two non-confidence motions in recent weeks, with the promise of many more to come. Amidst this overheated political debate, however, we have failed to situate the non-confidence vote in its historical context.

But decline is a choice, and better public policies are needed to overcome Canada’s many challenges.

From the era of the fur trade to today’s oil markets, Canada’s economy has been defined by exporting staples, a special term for natural resources. Those staples were fur in the 17th century, timber in the 19th century, and has been oil and gas since the 1970s. The recent completion of the Trans Mountain pipeline (which as economist Jack Mintz recently noted in a Hub podcast ought to have been six years earlier) should be understood as part of Canada’s staple legacy.
