    In 2007, the Scottish government underspent its budget by £275 million . It had to negotiate a deal with the Treasury to allow it to roll over the underspend into the next financial year. No such arrangement was necessary for this budget: the position was reversed. Pruning was needed to balance the books. Perhaps the biggest driver of the cuts needed in other parts of the budget is the expected increase in social security spending, from £5.1 billion to £6.2 billion.
