But it is an “intended ruling” and is subject to challenges prior to a final ruling. The 118-page decision by Superior Court Judge Thomas Wills was issued March 28.

Mike McCullough, the current director of external affairs for Monterey One Water, will begin his new post at the water district on April 4. McCullough worked at M1W for the past 13 years. His focus was to bring the Pure Water Monterey water recycling project online.

The law, called the Ralph M. Brown Act, was passed by the state Legislature in 2003. It governs the public transparency of local governments.
