Remote Council members voted unanimously to forward Margaret Anderson Kelliher’s appointment to the position of City Operations Officer without recommendation to the Thursday, December 7th meeting. Council members received a presentation regarding a legislative directive requesting initial analysis and considerations for converting Nicollet Mall into a pedestrian plaza. Metro Transit will continue to evaluate the options for moving the bus lines into April of 2024.

Remote Council members forwarded without recommendation a proposed ordinance change to the Neighborhood Revitalization Program Policy Board. Council members said they were concerned about language missing in the ordinance surrounding absentee voting. The vote for the newly opened positions on the board is scheduled for the Community Connections Conference on February 17, 2024.

Remote In a 5-8 vote, a motion to approve an agreement with the police union failed. The agreement would have given $18,000 bonuses to current officers and $15,000 to new hires over three years. These bonuses would total $15.3 million and would come from a pool of $19 million from the state available to the city for public safety purposes. While the debate centered on the bonuses, the agreement also would have shifted authority from the union to the police chief for filling vacant shifts.

Remote Commissioners approved a land use application for a conditional use permit to allow public safety and welfare at 2633 Minnehaha. This is the future site for a Community Safety Center/Minneapolis Police Department Precinct to replace the 3rd Precinct. Commissioners postponed consideration of the city’s application to build a water maintenance facility at the former Roof Depot site to its Dec. 4 meeting.

Heard testimony from two residents that will be impacted by the reconstruction during the public hearing. The residents expressed concerns regarding public safety and lack of parking, and spoke in opposition to the bike lanes.

They have overhauled their online and print complaint forms to be more aligned and in multiple languages. The department has been working with the Unity Community Engagement Team, which is a community coalition focused on police reform.
