Eduardo Flores-Ruiz, an undocumented immigrant at the center of the case against Milwaukee County Circuit Judge Hannah Dugan, will plead guilty to having entered the U.S. illegally after being deported in 2013, according to federal court records. Flores-Ruiz, 31, was arrested at the Milwaukee County Courthouse by agents including those from the U.S. Immigration and Customs Enforcement, or ICE, on April 18. That day, he was scheduled to appear before Dugan in a battery case.

Milwaukee police have seen a steady increase in petitions for U visas in the past five years, according to department data. U-visas allow undocumented victims of certain crimes to stay in the U.S. for up to four years if they agree to help law enforcement in the investigation of the crime. It is intended to encourage crime reporting from undocumented immigrant communities. Last year, the department received more than 400 requests, compared to fewer than 200 requests in 2019 and 2020.

The undocumented immigrant who was falsely accused of threatening President Donald Trump was released on bond June 12 after an immigration judge ruled that he is not a threat to public safety. Ramón Morales-Reyes, 54, is a husband and father of three. He was arrested by U.S. Immigration and Customs Enforcement in May, the day after ICE agents received a letter purporting to be him and threatening to shoot Trump.
