The European Union plans to outline steps to phase out Russian fossil fuels in early May, seeking to reconcile its political objective of reducing import dependence on Moscow with the need to lower energy costs for industry. Publication of the road map, originally due earlier this year, was delayed as the EU weighed the impact of America’s harsher stance on Ukraine and efforts to maintain unity among nations in the bloc.
