KYIV—It’s an understatement to say that a lot has happened since this newsletter last went out in early January. I'm still very skeptical that Moscow has any intention to go for a ceasefire in the short term. But the one thing that could encourage Putin to agree to a ceasefire is the prospect of Ukrainian elections that would be fertile ground for destabilization.
