The defendants include three former Karabakh presidents and Ruben Vardanyan, an Armenian-born billionaire and philanthropist who briefly served as Karabakh premier in 2022-2023. Galian is the current head of the Constitutional Reform Council that was formed by Prime Minister Nikol Pashinian in 2022 with the initial aim of proposing amendments to the current Armenian constitution. Pashinian changed the ad hoc body’s mandate last May, saying that it must draft a “new constitution” from scratch before January 2027.

“I don’t predict, I’m sure that there will be early elections,” Hovik Aghazarian told RFE/RL’s Armenian Service. Aghazarian refused to give a detailed reasoning for his claim. He said only that due to external challenges facing Armenia and for “other reasons” as well Pashinian and Civil Contract would stand a better chance of winning an early vote than a regular one due in June 2026. Neither Pashinian nor senior members of his party have publicly hinted at the possibility of an early ballot so far.

The lawmaker, Hovik Aghazarian, found himself under criminal investigation and was expelled from Civil Contract after declining Prime Minister Nikol Pashinian’s resignation “request” texted to him on November 17. Last week, Pashinian shared with senior party members transcripts of Aghazarian’s personal communication stored in his mobile phone confiscated by a law-enforcement agency. The party’s ruling board on December 3 accused Aghazarian of leaking classified information to media.

Armenia’s Office of the Prosecutor-General said on Friday that it has forwarded a “crime report” submitted by them to another law-enforcement body, the Anti-Corruption Committee (ACC). The ACC said it is looking into the corruption claims. “We have legitimate suspicions that we are dealing with money laundering or illicit enrichment, not to mention false income declarations shown in this report,” one of the lawyers, Ara Zohrabian, told reporters earlier this week.

Galian, who took up her current post one month ago, played down the fact that the Constitutional Reform Council has still not started working on the document. “For some reason, the process has slowed down,” she told journalists. “I hope that in the near future we will manage to give new impetus to those reforms.”“The objective is to have a new draft constitution within the defined time frame, and we will do that,” she said.

The lawmaker, Hovik Aghazarian, was ousted from Armenia’s ruling Civil Contract party the previous night. He was one of the eight officials whom Pashinian told to resign in text messages sent on November 17. All of them except Aghazarian stepped down in the following days. The officials included Argishti Kyaramian, the head of Armenia’s Investigative Committee who bitterly argued with Aghazarian during a parliamentary hearing in October.
