    “We have a strategic dialogue which we agreed to upgrade to strategic partnership,” Mirzoyan told a news conference. “A document or documents regarding this are certainly under discussion.”He said that officials from the two countries will hold more talks for that purpose soon.

    Deputy Foreign Minister Mnatsakan Safarian was the first to announce on Wednesday Armenia’s participation in the summit slated for October 22-24. Pashinian’s press secretary, Nazeli Baghdasarian, told RFE/RL’s Armenian Service that the country will be represented there by its premier. Pashinian will fly to Kazan despite his administration’s heightened tensions with Moscow highlighted by a de facto suspension of Armenia’s membership in the Collective Security Organization (CSTO).

    Edmon Marukian, who also served as ambassador-at-large until last March, said Baku’s objections to Armenia’s current constitution are just an excuse for not signing an Armenian-Azerbaijani peace treaty. “Azerbaijan has put forward preconditions that were not present at the very beginning of negotiations on the peace treaty,” Marukian told RFE/RL’s Armenian Service.
