Handlers of retired law enforcement dogs would be able to receive grants to help with the animal’s medical expenses under a bill filed in the Texas House. House Bill 2823, sponsored by Rep. AJ Louderback, R-Victoria, would establish a grant program to cover medical expenses for retired K-9s, including severe injury, illness or disease threatening the life, mobility, or long-term health of the dog. Routine vet visits wouldn’t be covered.

Christopher Bell remembers looking over at Texas Motor Speedway while driving on Interstate 35 dreaming of racing there. His dreams are now his reality. Bell, a NASCAR driver for Joe Gibbs Racing, is holding on to his three-race win streak. His races won are on the tracks of Atlanta Motor Speedway, Circuit of the Americas and Phoenix Raceway. “I’m thankful that I’m the one that came out on top,” Bell said.

Federal and Texas laws designate service animals as assistance animals, not pets. Only dogs can be considered service animals, according to the Americans with Disabilities Act. They must be trained to do work or perform tasks that benefit individuals with physical, sensory, psychiatric, intellectual or mental disabilities. The ADA states an example of a service animal task is a dog retrieving objects for a person in a wheelchair.
