While the government has put new legislation and increasing fire safety and environmental regulations high on its agenda, it is doing little to incentivise and support those landlords trying to invest in and upgrade old apartment blocks. Around 3.1 million UK apartment blocks were built more than 60 years ago. If current and new building compliance standards were applied to most of these, they would probably fail.

The subjective element means showing a fixed and settled intention to do what they say they will do.
