New York State lawmakers return to Albany Thursday -- at which time they will either pass a budget extender or start voting on budget bills if a deal is somehow reached by then. We are being told they have a deal on one of the sticking points -- discovery reform. The budget is now more than two weeks late. There's been a call for legislation to freeze the Governor's salary when the budget is late.

The waiting game continues tonight at the NYS Capitol. Legislative leaders and Governor Kathy Hochul appear no closer to an agreement on a state budget, this nine days after the budget was due. It appears now that policy issues are standing in the way. The man who leads the Republican minority conference in the State Assembly is on the outside looking in. Only the leaders of the majority conferences take part in shaping the deal with the Governor.

Tonight the NYS budget is more than a week late, with no end in sight. The hold up seems to center more around policy than fiscal issues. The budget negotiations revolve around what's known as "Three people in a room" -- the Governor, the Assembly Speaker and the Senate Majority Leader. Today I was able to ask Senate Majority Leader Andrea Stewart-Cousins why they can't get a deal done. She told us there are many difficult policies in the budget this year that take negotiation to get them right.

As we look back at the winter that was, it's safe to say it was a challenging season for motorists -- lots of small snow and ice storms, coming day after day, made for a slippery season on area roads. What didn't make it any easier was a lack of road salt, and as we've learned, there may be one fairly new law you can blame for that -- and yes You Paid For It.A couple of years ago the NYS Legislature passed the Buy American Road Salt Act.
