1 INTRODUCTION Prisons have been described as ‘the quintessential government institution, with almost complete control over the lives of people compelled to spend time in them’ (Bierie & Mann, 2017, p.478). Depending on how they are run, and what opportunities they provide, prisons have huge potential to change the life course of large numbers of people, for better or for worse (p.478).
