MADISON, Wis — A Wisconsin judge who was arrested last month and accused of helping an undocumented immigrant in her court briefly evade immigration authorities was indicted by a federal grand jury on Tuesday on charges of concealing a person from arrest and obstruction of proceedings. Hannah Dugan, a Milwaukee County circuit judge, was arrested on April 25, after prosecutors say she hindered the immigration agents who showed up to arrest the man without a judicial warrant outside her courtroom.
