Goldman Sachs downgraded its recession probability for the United States to 25% on Tuesday, according to a Wall Street Journal report. A 25% probability is a decrease from Goldman’s 35% expectation set in March and a far cry from the expectation of 65%. The new Goldman expectation also deviates from New York Federal Reserve predictions from April of 2023 that set the probability to as high as 58%, Business Insider reported.

On 30 March 2023, the Treasury published a Call for Evidence alongside a joint PRA/FCA Discussion Paper, launching the first comprehensive review of the Senior Managers and Certification Regime (“SMCR“) since its introduction. There has been some speculation since the SMCR review was announced by the Chancellor of the Exchequer, Jeremy Hunt, as part of the Edinburgh reform package (see our blog post here) that this may be the first step towards abolishing the SMCR.

On 30 March 2023, HM Treasury launched a Call of Evidence, alongside Discussion Paper 23/3 jointly issued by the FCA and PRA, on the Senior Mangers and Certification Regime (SMCR). The review of the SMCR was announced as part of the Edinburgh Reforms which were unveiled by the Chancellor of the Exchequer, Jeremy Hunt, in December 2022. Responses to both the Discussion Paper and the Call for Evidence are requested by 1 June 2023.
