BRUSSELS — Scrambling to reduce Canada's dependence on the Donald Trump-led U.S., the country's Prime Minister Mark Carney on Monday signed a security and defense partnership with the European Union. The aim is to shift Canada's defense and security relationship away from the U.S. in the wake of Trump's threats to annex America's northern neighbor. A key issue is to allow Canada to take part in the EU's new defense spending programs under its multi-billion euro ReArm Europe initiative.

BRUSSELS — Israel’s actions in Gaza may have violated the terms of the country’s agreement with the EU, the bloc’s diplomatic corps found. “On the basis of the assessments made by the independent international institutions … there are indications that Israel would be in breach of its human rights obligations under Article 2 of the EU-Israel Association Agreement,” the European External Action Service (EEAS) concluded, according to a leaked document seen by POLITICO.

BRUSSELS — Ambassadors to the European Union agreed to paper over differences on foreign access to defense cash and on Wednesday struck a preliminary deal on the €1.5 billion European Defence Industry Programme, diplomats told POLITICO. The program backs joint procurement deals by member countries to cut the cost of weapons and to lessen fragmentation of Europe's defense sector. To get the money, products can have a maximum of 35 percent of components not made in the EU.
