1 The Global Preparedness Monitoring Board (GPMB) The Global Preparedness Monitoring Board (GPMB) is a panel established in 2018, co-convened by the World Health Organization (WHO) and the World Bank, but considering itself an independent entity with an advisory or reflective role. Convened on the recommendation of a United Nations panel in 2017, it claims a mandate to “report regularly on the state of the world's preparedness” (GPMB 2024a).
