Tax abatement moves forward for housing developer

Napoleon City Council Monday directed the law director to draft legislation for a community reinvestment area (CRA) agreement with a housing developer. The Napoleon Municipal Properties, Buildings, Land Use and Economic Development Committee last week recommended to council to approve a CRA agreement with Woodland Custom Home. The CRA would be for a 50% exemption from real property taxes for 10 years.
Napoleon Council appoints Siclair as city manager

In a unanimous vote, Napoleon City Council Monday hired Lori Siclair as city manager. Earlier this month, council directed the law director to draft legislation appointing Siclair to the position, effective April 28. On Monday, council approved the appointment under the suspension of rules requiring three readings and as an emergency, so it goes into effect immediately rather than in 30 days. Current City Manager J. Andrew Small previously announced his retirement May 2.
NACS Board approves new notification system

Napoleon Area City Schools will be switching to a new notification system soon. The board of education recently approved an agreement with ParentSquare Inc. in the amount of $8,550. Technology Director Jacob Gebers explained the district currently utilizes Remind, which was purchased by ParentSquare. “They’ve kind of pushed people away from Remind into their own product, so we will be switching to ParentSquare,” Gebers said.

The Henry County Fair has announced Neal McCoy will be featured the entertainment for the Henry County Fair concert Monday, Aug. 11. McCoy has released 15 studio albums. In 1993, he broke through with the back-to-back number one singles "No Doubt About It" and "Wink" form his platinum-certified album "No Doubt About It." His commercial success continued into the late 1990s with two more platinum albums and a gold album, as well as six more Top 10 hits.

Michael Cowgill, 47, was previously found guilty on one count of rape, a first-degree felony, after a jury deliberated approximately four hours. The jury also returned not guilty verdicts on three counts of rape, also first-degree felonies.
NACS cash balance policy approved

A cash balance policy was recently approved by the Napoleon Area City Schools Board of Education. The idea of a policy was previously discussed, with Treasurer Michael Bostelman noting the policies are becoming more widely used and they take into account the financial forecasts of the district and set goals. The policy sets a 90-day cash on hand balance threshold as a trigger for the administration to present a plan to the board of education as to how the situation will be addressed.
