Joe is a senior fellow at the Institute for Government. Prior to that he was the Director of Impact. He joined the Institute in July 2023, before that he was a senior civil servant in the Economic and Domestic Affairs Secretariat in the Cabinet Office. Previously, he worked at the Institute between 2016 and 2020, including as Programme Director for the Brexit programme. Joe has worked with a number of government departments as a consultant, including the Ministry of Justice and Ministry of Defence, and spent a year at Transport for London working on the spending review and mayoral elections.
