    The Welsh Government published its Second Supplementary Budget for 2023-24 on 20 February. This Second Supplementary Budget outlines the changes since the First Supplementary Budget (June 2023) and includes changes highlighted in the Welsh Government’s Update on 2023-24 Financial Position last October. These ‘Supplementary Budgets’ are ‘additional’ in-year budget announcements. They set out changes to Welsh Government's planned expenditure which requires the Senedd's approval.

    The Welsh Government says the decisions made in the Draft Budget 2024-25 have been the “starkest and most painful since devolution”. Ahead of the Committees publishing their reports, this article sets out five things we’ve learnt during the scrutiny sessions. Overview of the Draft BudgetThe total Welsh Government budget for 2024-25 is over £26.4bn (see Figure 1, below). Of this, £20.9bn is allocated to Welsh Government departments for day-to-day spending.     ■ 26% of survey respondents participating in a professional capacity or on behalf of an organisation said they represented the public sector – a decrease from 33% in pilot 1. ■ The third/voluntary sector remains well represented, at 30% of respondents. ■ Professional bodies and trade unions represented 14% of the survey responses – an increase from 8% in pilot 1. ■ 11% of respondents were from the academic/research sector, which is an increase from 8% in pilot 1.

    The Welsh Government published its Draft Budget 2024-25 on 19 December 2023. The infographics below summarise the key allocations by government department and how these have changed from the restated Final Budget 2023-24. DEL is the discretionary part of the budget that the Welsh Government chooses how to spend. AME is the non-discretionary part of the budget. * Excludes around £1.1 billion non-domestic rates income. ** Includes allocation of £514 million of non-fiscal revenue due to student loans.
