    How does international law fit in to law-making at the Senedd? The original Government of Wales Act 1998 contained international provisions familiar to us in the Government of Wales Act 2006 (GoWA). However, today they apply in a very different context. This article charts their origins in the Senedd’s founding statute to the present day, where international law has replaced EU law as the primary source of external law in the UK.

    The Welsh Government has focused on a different international partner each year since 2021 as part of its international relations strategy. So far, it’s been Germany (2021), Canada (2022) and France (2023). The aim is to celebrate and enhance relations between Wales and these countries through a planned programme of activities and events. 2024 is the year of Wales in India.

    The Russian invasion of Ukraine on February 24, 2022 has changed the world. The invasion has caused massive civilian casualties and destruction of infrastructure, forcing almost six million Ukrainians to seek safety and support across Europe. By 13 February, almost 7,500 Ukrainians had come to Wales with the support of the UK and Welsh government. Welsh trade with Ukraine continues at a reduced rate after falling since the invasion began 725 days ago.

    The International Relations Committee inquiry on Wales-Ireland relations wrapped up in October 2023 after hearing from representatives from governments, parliaments and organisations on both sides of the Irish Sea. Wales and Ireland agreed an international bilateral agreement in 2021 called the Ireland-Wales Shared Statement and Joint Action Plan. The Welsh Government lists Ireland as one of its priority relationships in its 2020 International Strategy.
