RICHMOND, Va. (WWBT) - More than a year after a cat named Sylvester was locked in a crate, doused in accelerant and set on fire, RACC and law enforcement have been determined to find the person responsible for his death. “Some people like ‘oh, it’s just a cat or it’s just an animal.’ This is a human being setting another living thing on fire. Our concern is someone that can do that is someone, that is unsafe in the community,” said Christie Chipps Peters, the director of RACC.
