Reduction of the severity of poverty has been an overaching goal of past administrations. Literatures have dubbed poverty in the Philippines as the basket case in Southeast Asia due to the persistence of severe economic and socialdistress. It reflects income inequality across regions, and efforts to eradicate it are apparent. The country remains sluggish in reducing poverty incidence as compared to neighboring economies.

Delayed puberty (DP) is a common clinical presentation that often causes psychological distress to affected individuals and is associated with adverse health outcomes later in life (1, 2). Its most common form is self-limited DP, in which pubertal onset occurs at the extreme end of normal and before age 18 years and is followed by normal reproductive hormone activity (3).
