This issue of The Waterways Journal is the last one with my name on the masthead, after 27 years as editor and five years before that as assistant editor. Effective July 1, I am retiring from the job that I’ve held for more than half my life. On August 26, 1991, I walked into the WJ offices in the Security Building in downtown St. Louis to begin my new job as assistant editor.

• The American Waterways Operators announced that Jill Bessetti has joined the AWO staff as vice president-Southern Region. She began work May 6 after a successful active duty and civilian career with the U.S. Coast Guard, serving most recently as Eighth District towing vessel coordinator. Bessetti attained the rank of commander during her active-duty Coast Guard career, which included experience in New Orleans, Mobile and Philadelphia.

The Western Dredging Association (WEDA) announced May 3 that Jessica Bridges is the organization’s new executive director. Bridges joins WEDA with more than 20 years of experience in industry advocacy and association management. “I’m delighted to serve the dredging and marine industry as the new executive director of WEDA,” Bridges said. “The level of volunteer commitment to the organization is truly impressive.

The West Kentucky Regional Riverport Authority is looking for an investor, developer or operator that could help turn its board’s vision of a riverport near the confluence of the Mississippi and Ohio rivers into reality. The board has issued a formal Request for Information (RFI), due on March 29, for anyone who would be interested in filling any of those roles.

The Memphis Engineer District will host its annual Business Industry Day from 12:30 to 5 p.m. February 20 at the Renasant Convention Center in downtown Memphis, Tenn. Industry Day is a Department of Defense Program Management Office event held to connect contractors with Memphis District representatives.

The National Transportation Safety Board recommended on October 24 that engineroom fire detection and fixed fire extinguishing systems be installed in small passenger vessels previously exempted from U.S. Coast Guard regulations in Subchapter K. The NTSB issued the recommendations after investigating an engine room fire aboard the Spirit of Norfolk during a sightseeing cruise near Naval Station Norfolk, Va., on June 7, 2022, with 108 people on board.

Officials with the Vicksburg Engineer District announced that Lindy C. Boggs Lock, also known as Lock 1, on the Red River near Marksville, La., will reopen to navigation November 18, following emergency repairs to the miter gate anchorage on the lower land-side gate. The lockmaster at Boggs Lock discovered cracks in the miter gate anchorage on September 28, and the lock has been closed to navigation the majority of the time since.

The U.S. Maritime Administration announced more than $653 million in grants for 41 port improvement projects under the Port Infrastructure Development Program (PIDP) on November 3. Awards announced in this round of grants include more than $172.8 million for 26 small ports to continue to improve and expand their capacity to move freight reliably and efficiently, thereby boosting local and regional economies while protecting surrounding communities from air pollution.

While the large steam sternwheel Jack Rathbone was under construction at the Marietta Manufacturing Company at Point Pleasant, W.Va., in 1937, a small diesel towboat was also being built at Paducah, Ky. Though tiny in comparison to the steam “giants” of the day, the boat would merit a lot of attention in the coming issues of The Waterways Journal. The vessel was first mentioned in the Paducah news column in the July 3, 1937, issue of the WJ.

Washington, D.C.—Citing a looming deadline, the conservative Freedom Caucus laid out its demands on backing a stopgap funding measure to avoid a government shutdown. Those demands ruled out support for a “clean” continuing resolution or short-term extensions that could lead to passage of a “monstrous, budget-busting, pork filled, lobbyist handout omnibus” spending bill in December.
