INTRODUCTION The Lammy Review (2017) brought the question of ethnic disparities in the criminal justice system to the forefront of the political debate in England and Wales. The review documented some hard-to-justify disparities. For example, in relation to the sentencing of drug offenses, the report highlights how the odds of receiving a custodial sentence are 240% higher for ethnic minorities compared to white offenders.
