This forecast only considered the photovoltaic panels installed and to be installed in the main building. We need to consider, however, that there are currently three other buildings in the finishing phase and which are probably also candidates for solar cell coverage. Additionally, GigaTexas is building the multi-story parking garage, which may also have a sunroof. In the future we may have the logistics building and others, which we don't know about yet.

I suspect that Tesla's VPP deployments are part of a '4-d chess move' strategy. Many places in the US do not have net metering at all, or the utilities have bought enough regulators to reduce the amount paid for electricity through a net-metering scheme to a pittance -- as a result, rooftop solar deployments take much longer to pay out, and are financially more difficult. That result, incidentally, is exactly the goal of the (non-co-op) utilities.
