Speaking at the Central Pennsylvania Food Bank in Dauphin County, near Harrisburg, on Tuesday, Gov. Josh Shapiro directed the state’s agriculture secretary to appeal a decision by the U.S. Department of Agriculture to terminate a contract that connects food from 189 Pennsylvania farms with 14 food banks. “My administration is demanding that the federal government rescind their termination notice and honor their obligations under this agreement,” Shapiro said.

While some federal money has been unfrozen in Pennsylvania, farmers here, and around the country, still don’t know if the Trump administration will start paying the money it committed to them. In the meantime, Pasa Sustainable Agriculture is preparing to lay off more than half its staff because of the funding freeze. Eleven years ago, when Mark Smith started Pittsburgher Highland Farm about 30 miles southeast of Pittsburgh, there was plenty of water running through his 142 acres.

For the third year in a row, Pennsylvania has secured nearly $245 million to deal with abandoned mine lands. The funding is used for projects such as removing huge coal waste piles and leveling cliffs on the landscape left by coal companies and dealing with mine subsidence issues. Pennsylvania has the largest inventory of abandoned coal mines in the country and is receiving significantly more money than any other state from the 2021 Bipartisan Infrastructure Law (BIL) for cleanups.
