Police identify victims in Sunday's I-75 crash

The East Ridge Police Department released the identities of the two people who died in the multi-vehicle crash on Interstate 75 on Sunday. Lane Smith, 23, of Fayetteville, Tennessee, and David Huggins, 61, of Dawsonville, Georgia, did not survive the crash that also put three people in critical condition, said East Ridge Police Chief Clint Uselton. Antoinier Joseph, from South Florida, was driving a tractor-trailer that caused the crash, Uselton said.

Uselton said Joseph Antoinier was arrested in connection to the crash. Antoinier, 65, has been charged with two counts of reckless homicide, seven counts of felony reckless endangerment and three counts of reckless aggravated assault, according to Hamilton County booking reports.

Gov. Bill Lee has appointed Jennifer K. Peck to fill a judicial vacancy in Hamilton County Circuit Court. Peck will replace Judge Michael Dumitru, who left the 11th Judicial District Circuit Court division two seat open after he became a U.S. magistrate judge in Chattanooga's federal court earlier this year. Peck was one of five candidates considered by the Trial Court Vacancy Commission in March, and one of three that the commission ultimately put in front of the governor.

The sole commissioner of Chattooga County has been arrested after a warrant was issued in a hearing on Wednesday. Commissioner Andy Allen is accused of simple battery. William Wilson, the alleged victim, accused Allen of opening his truck door and attempting to pull him out of the vehicle, almost ripping Wilson's shirt off in the process, according to an application for a criminal warrant signed by Wilson. Chief Magistrate Judge Tracy Maddux recused himself from the case, Maddux said by phone.

Two victims were involved in the case, one student at East Lake and one at Chatt Prep, according to court documents. The charge Kenya White pleaded guilty to carries a minimum sentence of 10 years in prison and five years of supervised release, with life in prison being the maximum.
Chattanooga Zoo peacock loose, roaming around downtown

One of the free-roaming peacocks at the Chattanooga Zoo is now roaming around downtown, zoo officials say. The peacock escaped Thursday night, when two of the animals were seen in the parking lot by employees. One was retrieved and put back in the zoo, but the other is still roaming around off zoo grounds. Zoo spokesperson Jake Cash said this is an extremely rare circumstance. The peacocks have been free roaming for nearly 40 years, and this kind of problem has never arisen, he said.
