The City of Toronto is in a league of its own for causing unforced errors: think FIFA contract and vacant home tax reporting, to name a few. Over the past few months, the Toronto Parking Authority has been getting more attention than usual. Known as the Green P, the agency manages parking lots, electric charging stations, on-street parking, the city’s bike sharing program and some real estate. The TPA is a unique city agency because of the amount of money it brings into the city’s coffers. According to the agency, the TPA has contributed $1.4 billion in dividends since 2002.

Everybody knows someone who has had their car stolen, and now we are all paying for it. For the last several years, there have been over a billion dollars in car theft claims annually nationwide, causing car insurance rates to rise by an average of 25 per cent. Various levels of government have kicked into high gear, so to speak, to combat car theft. The Canadian government has joined forces with the International Criminal Police Organization (Interpol) to track the cars leaving Canada.

Now that Premier Ford has control of the highways for the Greater Toronto Area, he has an opportunity to implement a comprehensive congestion pricing plan for the region. Although he has dismissed the possibility out of hand, this government has shown itself to be adept at revisiting positions. Introducing road pricing or congestion fees in the Greater Toronto Area will not be easy or uncontroversial.

There is no question that the City of Toronto cannot continue to finance its operations on the property tax base alone, and while there have been many “productive” discussions between the provincial and federal governments, there have been few solutions to the problem especially when it comes to the Toronto Transit Commission (TTC). The impact of the budgetary shortfall is already on full display for the TTC.

Well, the good news is that subway riders on the TTC will finally get access to cellular service at some time in the not too distant future. However, this is even better news for Rogers, since they are now the sole provider of cellular services and get an opportunity to charge other carriers, such as Bell and Telus, a fee for their customers to use their phone in the subway. It would appear that everyone wins — except the city of course.
