BRUSSELS — Germany’s incoming government will throw its weight behind an ambitious EU climate target for 2040, but only if the European Commission allows countries to offset a portion of their planet-warming emissions instead of slashing them. The stance was revealed Wednesday in a coalition agreement between the center-right Christian Democrats (CDU), which won February’s snap election, and the center-left Social Democrats (SPD).

U.S. presence at the summit on energy security tees up a clash between European clean power advocates and the fossil-fueled path favored by President Donald Trump. The European Commission is delaying the release of the bloc’s 2040 climate target until “before summer” while Climate Commissioner Wopke Hoekstra struggles to find support for the pledge to slash emissions. Speaking to a small group of journalists on Thursday, Hoekstra confirmed POLITICO reporting that he has faced concerns from EU capitals and political groups in the European Parliament and discussed ways to water down the EU’s plan to cut emissions 90 percent below 1990 levels by 2040.

Speaking to reporters he confirmed POLITICO reporting that he has faced concerns from capitals and political groups in the EU Parliament over the EU’s plan to cut emissions 90 percent below 1990 levels by 2040. The Commission had originally promised to release the proposal in the first quarter of 2025.
