    ALBANY — Fewer students from other countries are planning to start college in the United States this fall, college officials say. The expected decline in enrollment follows the sudden cancellation and then restoration of student visas and the arrests and attempted deportations of students in recent weeks. On Thursday, the federal government also abruptly cut off Harvard University’s certification to enroll students from other countries.
