    Subtle though it was, I first began to notice the change about a dozen years ago, while working as a reporter at the Alberta legislature. New security features were added to the building to limit access, which may have been prudent but also made a visit more unwelcoming. Partisan press secretaries were hired to supersede “public information officers” as the gatekeepers of government transparency. Soon enough, access to elected officials tightened. News conferences grew more controlled.
