The ESC assesses whether a complaint against a public office bearer has merit, before carrying out a full investigation.     Planners are recommending that the planning application is given approval. A new restaurant is to be built at Troon’s North Shore Road if councillors approve a planning application on Thursday. The development, planned for the former public convenience near Barassie Sands, includes a modern restaurant and the conversion of nearby green space into an extended 28-space public car park. While the council owns part of the site, the site of the restaurant itself has already been purchased.
