In a 6–2 vote Monday night, Richmond City Council passed a proposal to institute a 5-cent tax per plastic bag on purchases at grocery, drug and convenience stores in the city starting January 1, 2026. 6th District Councilor Ellen Robertson and 8th District Councilor Reva Trammell voted against the proposal, while 9th District Councilor Nicole Jones abstained.

Richmond’s public school system needs to hire 55 multilingual teachers to meet the state’s enhanced student-to-teacher ratios in classrooms by the start of the 2025–26 school year. A 2024 state law mandates lower student–teacher ratios for English language learners. Last year, the Virginia Department of Education allowed flexibility, but this upcoming school year, districts who do not meet the mandated ratios will be at risk of losing their good standing and state funding.

Richmond’s Department of Public Utilities is under state scrutiny following a delayed response to last month's unplanned dump of nearly 6,000 gallons of fluoride into the public water supply. The Virginia Department of Health’s Office of Drinking Water is now raising concerns about the local agency’s lack of transparency and poor communication with residents and neighboring counties around the incident.

On May 7 — one day after the Office of the State Inspector General announced the launch of a special review into Bon Air Juvenile Correctional Center — a fight broke out among youth inside the facility, resulting in two teachers being transported to a local hospital. “Two teachers fell while trying to break up a fight among students in a classroom,” Virginia Department of Juvenile Justice spokesperson Melodie Martin said in an email to VPM News.
