The freeze, effective April 27, includes pay raises, bonuses, special awards, and overtime. The order also mandates the city administrator's office to develop a plan for potential furloughs and facility closures by April 25. The freeze will remain in place until a supplemental budget is released.

A 19-year-old was arrested and charged in connection with a shooting that left a 16-year-old boy dead on Saturday, according to the Loudoun County Sheriff's Office. Deputies said Fadlalla Mohamed, 19, of Ashburn, is facing charges of first-degree murder and use of a firearm in the commission of a felony.
