On March 7, 2025, Transport Canada issued a policy statement toencourage more private investment in Canada's airports. Thepolicy aims to "clarify the investment tools available toairports operated by [National Airport System] airportauthorities". The policy statement acknowledges that theprevailing, largely "user pay" model of financingairports will not be able to provide the capital needed to buildout Canada's air transportation network to meet rising demandfor air travel.
