Donald Trump is still weeks away from taking the oath of office as president of the United States, but college leaders are already bracing for the potential financial impacts of his second term on their institutions. For example, one of Trump’s first acts just days into his first term in 2017 was to sign an executive order banning visitors to the United States from seven predominantly Muslim countries, a move that precipitated turmoil in international-student enrollment.

What’s NewOhio State University announced that it will roll back more than $2 million in raises for hundreds of employees that had been set to take effect on January 1. The raises had been granted to compensate for pending changes to the federal overtime rule, which was supposed to make more workers around the country eligible for overtime pay. Last fall, instructors at the University of Massachusetts at Amherst suddenly started receiving scores for every student’s writing assignment, estimating how likely it was that they had been completed using generative artificial intelligence. The percentile scores were generated by an AI tool built into the institution’s learning-management system.

When Daniel Greenstein took over as chancellor of the Pennsylvania State System of Higher Education in 2018, it was bleeding students and money, and he was an unknown quantity as a system leader. Last month he announced he would step down in October, having led for six tumultuous years that included merging six of the system’s 14 four-year public universities in an attempt to save all of them from fiscal insolvency.
